Ace Asphalt Hits the Target at Spectrum Mall


Phoenix, AZ – Ace Asphalt has joined with J.L. Hardy Construction to assist in the renovation of the historic Phoenix Spectrum Mall. 

Formerly known as Chris-Town Mall, this notable site was opened in 1961 as the first indoor, air-conditioned mall built in Arizona.  Located at 19th Avenue and Bethany Home Road, the property was re-named Phoenix Spectrum Mall in 2001 and sold in 2004 to Developers Diversified Realty Corporation (DDR) and Coventry Real Estate.

As part of a contractual agreement between DDR and J.L. Hardy Construction, Ace Asphalt was hired in late 2006 to do the pulverizing, grading, and paving work for the new Super Target, J.C. Penney & Harkins Theatres. 

The first phase, Super Target, brought incredible challenges to the overall project.  “We were given a deadline of February 1, 2007 for the completion of the Super Target pad,” commented Mark Peschman, Account Executive for Ace Asphalt.  “If we failed to meet the deadline, Target Corporation would have contractual issues with DDR, which could impede the progress of the renovation taking place at Spectrum Mall.  Considering our Heavy Maintenance Department did not get the go ahead to start work until January 11, we had our work cut out for us.”

“The project took longer than expected because we had to produce the work in smaller sections due to some obstacles that were out of our control,” stated Jason Hoover, Heavy Maintenance Project Manager for Ace Asphalt.  “These hindrances included the relocation of a water line, abandonment of underground utilities, and inclement weather.  Our partners – PSI Soil Engineering, Horizon Consultants of Arizona, and Levake Construction, Inc. – were with us every step of the way to ensure an on-time completion.”

"The first phase of the Spectrum Super Target site work developed many challenges which delayed the construction schedule for pad delivery,” commented Scott Arrington, Project Manager for J.L. Hardy Construction.  “Ace Asphalt adapted to the challenges, and exceeded our expectations as a team member to resolve and perform their work to meet our goal of delivery. Their experience, professionalism and dedication are exceptional and we greatly appreciate their efforts. "

Hardy Construction was able to see subcontractors come along side them, share the burden of a difficult challenge, and produce the results needed using creative solutions.  This is a credit to the efficiency and hard work of all of our crews.”

To complete the overall project (Super Target, J.C. Penney, & Harkins Theatres), Ace Asphalt will meet the project requirements by providing the following services:

  • Import and grading of approximately 125,000 cubic yards of dirt
  • Installation of approximately 15,600 tons of aggregate base course
  • Placement and compaction of approximately 6,000 tons of asphalt, covering an area of over 38,000 square yards
